East Granby retained Goman+York Property Advisors, LLC (Goman+York) to assist the community with the creation of a Village Center Master Plan, motivated by Plan of Conservation & Development recommendations and the Town’s desire to create economic vitality. To best facilitate the planning process, a Village Center Master Plan Steering Committee was established to provide oversight of the planning process and to provide input into the Master Plan. The research into existing conditions started in December 2022 and continued through January 2023. An intensive week of public engagement took place between January 18 and January 24, 2023. The public engagement process included four focus groups with business owners, property owners, Town staff, boards and commissions. Three resident/public programs we held on January 19, 21, and 24, 2023. The first two programs were planning and visioning sessions with a series of discussions and activities designed to gain the insights of the public. The third session presented the findings of the first two sessions and worked with the public to further refine the findings and gather input toward possible strategies for improvement. This third session also included a draft vision for the Village Center. Approximately 140 people participated in the public programs and focus groups. During this weeklong public engagement process, an online survey was available to the public, providing an additional 300 residents the opportunity to provide input.

If you are new to this area, East Granby is a picturesque New England town in North Central Connecticut situated along the wooded banks and meadows of Salmon Brook and the Farmington River in Hartford County. It is centrally located between Hartford (16 mi) and Springfield, MA (16 mi) and conveniently accessed from I-91. It is contiguous to the towns of Suffield to the north, Windsor Locks and Windsor to the east, Granby to the west, and Simsbury and Bloomfield to the south. The State major transportation routes through East Granby include Routes 20 East/West and 187 & 189 North/South.

Purpose

The purpose of the Tax and Business Incentive Program (the “Program”) is to attract new businesses to the Town, promote expansion of existing businesses (including home-based businesses relocating into commercial and industrial zones), and to encourage rehabilitation and reuse of vacant commercial and industrial buildings. It is the intent of the Town:

1. To assist in the creation of jobs for local area residents
2. To create long-term tax base growth through the replacement, reconstruction, expansion, and remodeling of existing business facilities where appropriate and not injurious to the surrounding environment
3. To encourage construction of new commercial and industrial facilities
4. To encourage substantial investment in new machinery, equipment, and other personal property subject to taxation within the Town.
