DESCRIPTION
The East Granby Juvenile Review Board (JRB) is made up of 11 members appointed by the Board of Selectmen. The JRB consists of Youth Services Commission members, law enforcement, school officials, court personnel, and community members.
PURPOSE
Some youth behaviors that used to be handled by Juvenile Court are no longer within its jurisdiction. Understanding that punishment alone doesn’t always address the root causes of these behaviors, the State of Connecticut now directs families to community-based organizations. These organizations aim to prevent further involvement with the court system.
The East Granby Juvenile Review Board offers a community-based program to help divert eligible cases from the Juvenile Justice System. We support families by addressing their service needs and providing intervention locally.
The Board meets quarterly for education and training to better support our youth. Family hearings are held on a case-by-case basis.
The Juvenile Review Board shall accept juvenile cases meeting one or more of the following criteria:
- A referral from an East Granby Resident State Trooper for a first-time misdemeanor offense committed by a person under the age of 18, who resides in the Town of East Granby.
- A referral from the East Granby School District for truancy and/or overt and repeated defiance of school rules committed by a person under the age of 18 who resides in the Town of East Granby, only after the school district has exhausted all remedies it has available.
- A referral from a parent or guardian regarding a child under the age of 18 who has run away from home or place of living, is beyond the control of the parent or guardian, or has engaged in indecent or immoral conduct.
The Juvenile Review Board may consider accepting juvenile cases falling outside of the eligibility requirements on a case-by-case basis and at their discretion.
The Family with Service Needs legislation was based on the principle that the family as well as the child must be involved in services to effectively deal with the child’s problematic behavior.
The law ensures that a broad range of public and private social, educational, and court services are used together at local, regional, and statewide levels. This includes services offered by the State Department of Children and Families (DCF).
A Family with Service Needs case involves a child less than 18 years of age who:
- has run away without just cause.
- is beyond the control of his or her parents or guardians.
- has engaged in indecent or immoral conduct.
- is truant or defiant of school rules and regulations; and/or
- is thirteen (13) years of age or older and has engaged in sexual intercourse with someone who is also thirteen (13) years of age or older, but not more than two (2) years younger than the child.
If your family is dealing with a child’s arrest or a school-based referral to the Juvenile Justice System, we encourage you to consider the Juvenile Review Board as an option.
